Col José R. Gutiérrez Del Arroyo, Ph.D.

Colonel Gutiérrez del Arroyo is a distinguished faculty member at the National War College, Ft McNair, Washington D.C. Before his current role, he commanded the 412th Electronic Warfare Test Group at Edwards AFB, CA, where he was responsible for executing survivability and electronic warfare testing across multiple bases, capabilities, and platforms, supporting Air Force system development for near-peer conflicts. He was commissioned in 1999 through Officer Training School at Maxwell AFB, AL.

Col Gutiérrez has also served as Chief of the Air Dominance Division, Global Power Directorate, Office of the Assistant Secretary of the Air Force (Acquisition, Technology & Logistics), overseeing the execution of the $64B USAF fighter aircraft program portfolio. Additionally, he was a program manager for the OSD Strategic Capabilities Office, leading various hypersonic and surveillance classified programs.

At the F-35 Joint Program Office, he directed the air vehicle avionics branch driving the integration of the Automatic Ground Collision Avoidance system in the F-35 fighter aircraft. Throughout his career, he served in myriad flight test assignments leading the test and evaluation of various radar, C2, and air-to-air weapon systems, and served as instructor and Director of Curriculum at the U.S. Air Force Test Pilot School. Col Gutierrez has logged more than 900 flight test engineer hours and over 700 pilot-in-command and instructor pilot hours in over 30 different aircraft.
